Prepare meatballs according to the package instructions.
Prepare noodles according to the package instructions; drain. Stir together soy sauce, 1 teaspoon of sesame oil, vinegar, lime juice, garlic, brown sugar and ginger. Set aside.
Meanwhile, heat remaining sesame oil in large skillet set over medium-high heat; cook snap peas, stirring for 3 to 5 minutes or until tender-crisp. Add noodles, soy sauce mixture and sesame seeds; toss to coat.
Serve meatballs on bed of noodles. Garnish with green onions and cilantro.
